Victor Hlungwani was born on 4 February 1976 in Giyani, Limpopo.

He started refereeing in 1991 at age of 15 years and was recruited to join the SAFA Local Football Association in 1992.

Hlungwani made his PSL debut in 2002/2003 season where he officiated in the match featuring Santos and Island FC in the Nedbank Cup.

He has served in the top flight football for 14 years and is an accomplished international referee.

Hlungwani was voted for PSL Referee of the Year in the 2011/2012 season.
