Mission and Goals

MISSION

THE REFEREES DEPARTMENT IS THE COMPETENT AUTHORITY ON THE LAWS OF THE GAME AND IS THE PRIMARY AUTHORITY FOR THE TRAINING, DEVELOPMENT AND DEPLOYMENT OF ASSOCIATION FOOTBALL REFEREES FOR OPERATIONAL USE BY FIFA, CAF AND SAFA AND HEREBY ASSIST SAFA IN ITS QUEST TO BECOME A GLOBAL LEADER IN ITS SECTOR OF OPERATIONS

STRATEGIC OBJECTIVES:

  • To improve and enhance the knowledge and skill base of Members of the National Panel of Referees and that of the SAFA Promotional Leagues
  • To constantly improve the quality of refereeing instructors and assessors
  • To reduce and eventually eliminate corruption in refereeing
  • To improve the quality and quantity of Female Referees
To Improve and Enhance the Knowledge and Skill base of Members of the National Panel of Referees and the SAFA Promotional Leagues :

(Project Inclusivity)

By Planning and executing of two Referees courses for such members of which one will be done by the FIFA Referees Instructors based in Botswana.

To plan and execute a Referees Seminar at the same level of intensity that is afforded to the National Panel of Referees for the referees on the SAFA

Promotional Leagues in all nine provinces. (Six provinces have been completed)

To subject all referees to two mandatory national fitness tests, and two provincial fitness tests in order to improve the fitness levels of all referees.

To constantly improve the quality of Referees Instructors, Assessors and Match Commissioners

To conduct instructors courses for members of the instructors corps in all nine provinces in order for a uniform method of instruction to be offered.

To constantly renew and revise the panel of match commissioners and assessors in order to create further opportunities for retiring referees and as such improve the quality of assessing.

To create learning opportunities for referees instructors at the FIFA Futuro level in order to enhance the external qualifications and deployment of SAFA Referees Instructors

To reduce and eventually eliminate corruption in refereeing

To ingratiate a culture of inclusiveness of all referees affiliated to SAFA especially those at the SAFA Promotional League Level.

Adopt the criticism of the Semenya Commission with respect to the improvement in our attitude to good corporate governance.

Empower the Provinces, Regions and LFA’s to take ownership of refereeing matters in their own domains.

To change the training and development philosophy within the department from a top down to bottom up system thus making sure that resources are available for the effective training and development of referees at the lower levels of operations

To improve the quality and quantity of Female Referees

(Project Equity)

To ingratiate a culture of gender equality at all referees learning opportunities, and to create opportunities for female referees.

To plan and execute female specific training and development courses in order indentify, upgrade and develop female referees with the specific aim of improving the knowledge and skill base of female referees for operational use at the FIFA, CAF and SAFA levels of operations.

To train and develop female referees instructors and match commissioners with the specific aim in mind of improving on the quality and quantity of female instructors.

This will be done through the planning and execution of such courses.
